U&U, that makes total sense. The idea just never dawned on me, and especially too because the way that the people of the towan are used in the the media to show how they are hopeful...

I found Lagemann's An Elusive Science and Labaree's The Trouble with Ed Schools helpful for explaining and examining the history of this phenomenon.
